Importing Japanese Cars to New Zealand: The Entry Certification and Compliance Process

By ASTONISHING CARS CO., LTD · Updated 2026-03-02

New Zealand is one of the most established markets for used Japanese vehicles, and the country has a structured entry-certification process every import must pass before it can be registered and driven. The broad steps are border clearance, biosecurity inspection, and then an entry-certification check carried out by approved inspectors.

Biosecurity is taken seriously: vehicles are inspected for soil, plant matter, and contamination, and a car that fails a cleanliness check can be held or sent for cleaning at the importer's cost. Arranging a thorough clean before shipment, and ideally a pre-shipment inspection in Japan, reduces the risk of delays at the New Zealand border.

Entry certification covers safety items such as structural condition, brakes, lights, and emissions-era requirements, and there are general rules around vehicle age and frontal-impact or emissions standards for certain imports. Damaged or previously deregistered vehicles can face additional scrutiny, so vehicle history matters as much as condition.

Once a car passes certification it can be registered and licensed for the road. Rules around emissions standards and eligible age bands are periodically tightened, so confirm the current entry requirements with the New Zealand transport authority and an experienced compliance agent before you buy.
