Importing Japanese Cars to the USA: The 25-Year Exemption Rule Explained

The United States is famous among enthusiasts for the so-called 25-year rule. In broad terms, a vehicle that is at least twenty-five years old is generally treated as exempt from the federal motor-vehicle safety standards that otherwise block the import of cars never sold in the US market, which is why so many JDM icons become eligible the year they cross that line.
There is a separate emissions dimension administered by the environmental authority, and older vehicles are commonly handled under their own exemption framework. The safety exemption and the emissions treatment are distinct, so a car can satisfy one consideration while still needing attention on the other.
Eligibility is calculated on the vehicle's actual date of manufacture, not simply its model year, and customs entry must be documented correctly using the proper import forms. Many high-profile seizures over the years have involved cars brought in just short of the age threshold, which is why exact build dates matter so much.
