Importing Japanese Cars to Canada: The 15-Year Rule and the RIV Process
By ASTONISHING CARS CO., LTD · Updated 2026-04-09
Canada draws a key distinction between vehicles that meet its own motor-vehicle safety standards and those that do not. The widely cited 15-year rule reflects the general principle that a vehicle reaching a certain age is treated as exempt from many of those federal standards, which opens the door to a wide range of older Japanese imports.
For vehicles below that age threshold, the picture is more restrictive, because non-compliant cars generally cannot be imported as everyday road vehicles. This is why enthusiasts pay such close attention to a car's exact manufacture date rather than just its model year when planning a purchase.
Vehicles that are not already certified to Canadian standards usually move through the Registrar of Imported Vehicles, known as the RIV program, which tracks inspection and any required modifications after entry. Provincial registration and inspection requirements then apply on top of the federal process, and these can differ noticeably between provinces.
Because the age calculation is done to the month and the rules can be revised, always verify a specific car's eligibility against its build date and confirm the current federal and provincial requirements before committing. Treat the 15-year figure as the broad rule, not as a substitute for checking the individual vehicle.
