The United States is unusual among the destinations in this guide because its rule works the other way round. Most markets impose a maximum age; the US imposes a minimum. A vehicle that is at least twenty-five years old, counted from its actual month of manufacture, is generally exempt from the federal motor-vehicle safety standards that otherwise block cars never certified for the US market. That is why JDM models become importable the year they cross the line, and why the exact build date on the chassis plate matters far more than the model year.
Emissions are handled separately. Vehicles more than twenty-one years old in their original unmodified configuration are commonly treated under their own exemption framework, so a car can satisfy the safety side while still needing attention on the emissions side. Both declarations are made at entry on DOT form HS-7 and EPA form 3520-1 alongside the customs entry, and filing them correctly is what keeps a vehicle moving through the port rather than sitting in storage.
The US drives on the right and uses left-hand-drive vehicles, but right-hand-drive Japanese cars are legal to import and register here, so RHD is not the barrier it is in markets such as Nigeria or Chile. Duty is low by international standards: 2.5 percent of the customs value for a passenger car, against 25 percent for a truck or cargo vehicle under the long-standing tariff on imported light trucks. If you are importing a pickup rather than a car, that single distinction is worth more than any other line in your budget.
State titling and registration are separate from the federal process and vary considerably. Clearing customs does not put a car on the road; your state DMV does, and some states handle imported vehicles routinely while others do not. Confirm what your state requires before you ship, not after the car lands.

Import process
- 1Verify eligibility against the vehicle's month of manufacture, not its model year: a car built in November becomes eligible in November, not the January before.
- 2Buy through an exporter with Japanese auction access, and obtain the auction sheet plus an independent inspection covering rust, accident repair and drivetrain condition.
- 3Have the exporter de-register the vehicle, issue the export certificate and book RoRo or container space to your US port.
- 4Appoint a customs broker to file the CBP entry with DOT HS-7 and EPA 3520-1 before the vessel arrives.
- 5Clear customs, pay duty and port charges, collect the vehicle, then title and register it with your state DMV.

How do I import a car from Japan to the USA?+
Confirm the car is at least 25 years old from its month of manufacture, buy through an exporter with auction access, ship RoRo or container to a US port, have a customs broker file the CBP entry with DOT form HS-7 and EPA form 3520-1, pay duty, then title and register with your state DMV. Use the landed-cost calculator on this page to budget before you bid.
What is the 25-year rule?+
A vehicle at least 25 years old, measured from its actual date of manufacture rather than its model year, is generally exempt from the federal motor-vehicle safety standards that block the import of cars never certified for the US market. Emissions are treated separately, with vehicles over 21 years old in original configuration commonly handled under their own exemption.
Can I import a right-hand-drive Japanese car into the USA?+
Yes. The US drives on the right but does not prohibit right-hand-drive vehicles, so Japanese domestic stock can be imported and registered. Some states have their own inspection or equipment requirements, so check with your DMV before shipping.
How much is US import duty on a car from Japan?+
Passenger cars are dutiable at 2.5 percent of the customs value, while trucks and cargo vehicles fall under a 25 percent rate. Small federal charges such as the merchandise processing fee and harbor maintenance fee are added on top. Confirm the current rates and your vehicle's classification with US Customs and Border Protection or your broker, as the figures here are indicative only.
Which US ports do Japanese cars arrive at?+
West Coast ports such as Los Angeles / Long Beach and Tacoma have the shortest transit from Japan. East Coast and Gulf ports including Baltimore, Jacksonville, Newark and Houston are also served but take longer, so weigh the freight difference against the inland haul to your address.
Figures are indicative and change frequently. Always confirm current rules and rates with the official customs authority before importing.
